 The PAS system uses a sensor and a set of magnets that mount to the crank set and the lower tube. It is part of the PAS system (pedal assist System). When it recognizes that you are pedaling it begins to add power to the motor to assist you. so...even if you are not using the throttle, it helps you pedal. 

So the bike can be riden like a standard bicycle with the key off. 
It can be riden like a scooter with the key on and using the throttle. 
It can bu used in the PAS mode bu turning on the key and pedaling along.
